My yard machines lawn tractor, 17 hp Briggs & Stratton engine hunts at idle and fast speeds. After starting the engine with the choke closed and then opening it as the engine warms, it begins to go thru a series of fast to slow and then back to fast rpm. With the air cleaner removed, I can see that the choke is indeed opened and that the butterfly (?) is periodically opening and closing and there's an injection of fuel during this period.
I've adjusted the throttle linkage as described in the engine manual. I have not made any adjustments to the idle speed screw or the idle mixture jet as the manual indicates the idle mixture is set at the factory.
Any suggestions as to what might be the cause of this problem?

You have a fuel restriction. A good carburetor cleaning will be in order.
