I have a set of dining room chairs that are wobbly. I reglued one but found that the joints had opened up a bit and it soon began to wobble again. It appears that the dowel has wallowed out the hole and no longer fits tight. Any ideas how to rectify this problem?

You can shim the dowel in the hole
Or you can fill the hole with drillable wood filler and re-drill

I'm not sure how well it would hold to the wood
You can get a small container of the wood filler at the hardware store
The one I use is made by Elmer's
It's called Carpenter's Interior Wood Filler (I think that's it)
It's says "sandable, drillable, and holds screws and nails" on it
I'll find a link...
This is it:

I always keep a pint on hand
But you can get it in 1/2 or 1/4 pints
