I have moved into a flat with upvc windows, all the windows are locked and there are no keys. No one knows where they are. Is there any way of opening the windows without having to pay for expensive locksmiths? :(

Building codes and rental laws in the UK may be a lot different than they are in the US, but a landlord couldn't rent a flat, house, or apt. here if it had a problem like that. It would be up to the landlord to fix it, not a new tenant.
