Depends.. top connection or side connections?
Obviously with side connections, you can go taller. Actual clearence requirements would be in the heaters installation manual. But if it's top connect, I'd allow at *least* a foot for making connections.

I'd say got with the 48" low boy. These are around 50 gallons.
