I just rebuilt a pulsa jet carb on a 3 hp B & S now it will only run with the choke out what could be wrong

Did you clean it in a bath type cleaner?

I just soaked it in solvents

You'll need to soak it in a cleaner made for cleaning carburetors. Solvents (like mineral spirits, etc...) don't cut the stuff that clogs carbs. Most auto parts stores will have 1 gallon cans of this cleaner for somewhere around $10.
