Briggs offers both a standard set of rings and a chrome set. I am putting a set in a B&S (m-19E412, t- 0107) horizontal engine a steel sleeve in the cylinder. I wanted to know which was best...and why.

Hi Jack B!
Use regular steel rings in any engine with a sleeve or iron bore. Use Chrome rings in an engine with an aluminum bore. The chrome rings are very hard. They don't seat in well with a sleeved engine because the cylinder is also hard. Regular rings will seat in. On an engine with an aluminum cylinder, the chrome rings make the cylinder seat to the rings instead of the rings seating to the cylinder.
