Scrub with soft brush and degreaser,all-purpose cleaner, ammonia/water solution. Rinse and dry. Then, clean with window cleaner to remove streaks.

I would try mixing an optical grade silica around 3.6 micron particle size @99.9% purity with a very strong water miscible solvent such as Safe Strip from Ecolink. Then rinse with pure water. Once removed SEAL IT! If the surface being sealed is inside just use Rain X. If outside another product which uses a crosslinked copolymer resistant to uv is necessary to attain longevity.

You can also wipe glass with solvent cleaner like rubbing alcohol, denatured alcohol, mineral spirits or other to remove grease and oil from glass. As indicated, keeping glass sealed will provide sheeting action and make for easier cleaning and maintenance.
