Decks, Patios, Porches and Docks - building a porch over brick stairs

Our front door has four steps leading up to it. We want to add a small porch simply so we have a place to lay down the bags when unlocking the door. Our neighbors have a wooden porch and it looks horrible,probably because they never treated it. The neighbors across the street have a cement porch.
We are looking to make the landing something like 6 feet long by 4 feet wide. Is this a simple job?
Any idea if this requires a permit?

but first you might need a permit and some place they required a plan how it will be constructed.
also you will need a railling all along the deck
