i put in new procelain tile in my bathroom and the toilet bowl does not sit flat,it rocks front to back. how can i fix this problem? also the flang now is 1/4 inch below the surface of the floor. if this is problem how do i fix it?

You can buy an extension so the flange sits above the tile. You definitely want to do that to prevent potential leaks. It sounds like the tile was not installed totally level causing the bowl to rock. If it has minimal movement you may be able to slide a shim underneath the back to level it.

You can buy shims to help level the toilet. I have actually used pocket change to keep it from rocking. Once you caulk the bottom you can't tell and the solution may only cost you a penny.
