The ceiling paint in my bathroom is badly cracked. Sanding has no real effect. I can scrape the paint off, but I think I am scraping the top layer of the drywall off. How can I prepare this surface for painting?

After dry, smooth the cracks with joint compound, and prime again. The paint with satin or semi-gloss acrylic paint.
