My AC unit in attic for cooling upstairs was not cooling very effeciently...I changed the filter and the next day it had frost on the insulated pipe that leaves the attic and goes to the outdoor unit...what's causing this...
unit has been turned off

You can turn just the fan on keep the out side unit off.
First shot is low on freon most of the time .Could be txv valve if you have one . On this Id call a hvac tech now. Dont know how long its been that a tech looked at it but make sure he looks for and fix any leak he finds.

You didn't use one of those pleated filters did you? If you did, pull it out, throw it away, & put in a cheap fiberglass filter. I would bet I get 20-30 calls a year because of those pleated filters. I change the filter to a fiberglass one & the problem goes away. Most pleated filters are too air restrictive & cause lots of problems, both in cooling & heating.
