Temperature Difference

Hi:

My inspector took repeated readings for my AC and the temperature differences was 9. (suppose to be 17-22) So I requested an engineer to come to take a look and he said the issue was caused by a dirty air filter. After I replaced the filter, he checked the temp and told me that it was fine now (the difference was 17) On the other hand, my inspector said a dirty air filter should not cause this issue. I was wondering who is right? Please help!
