First question: Do you have an Installation manual and installer code? If not, you will need to get the manual from one of the online vendors, first. We can work around the code issue (usually).

Ok, good. Since you have the reference material, we don't have to reinvent the wheel. First you have to understand that alarm panels are designed to call central monitoring stations, and many, like yours, handle pagers. Having one call a cell phone is always going to be a bit of a kludge solution (imperfect). This is an area where communication technology leapt ahead of the design curve for alarm technology.
For the Exit delay: Enter program mode then enter *34 + (the number of seconds delay you want {2 digits}). It should beep 3 times jump to the next field.
Next, for entry delay: enter *35 + (number of seconds delay you want). Again 3 beeps.
For the cell phone you have to pretend that it's a pager.
Enter *160 + [the phone number] + * + [next field number]
If all you want is for it to call for alarms and troubles;
Enter *160 + 4 (you may have to enter * + a field number)
That should be all you need. If you need to review your entrys (or the content of any field) just enter # + [field number].
Exit programming with *99.
If you aren't using normal monitoring, make sure that there are no phone numbers in *41 and *42.
