"tying down the low voltage wire on the air handler?" (btw, I have no idea what that means)
That is the control wire that goes from the tstat to the blower or furnace and then to the outdoor unit.
Now I dont know what is called for where you are as to who should do this. But if you just had a new AC put in dont pay till it is running.
With some of our units we tell the guys doing the electric just pull the wire and we will tie in the low voltage. Cause lots of time they dont know what they are doing at all on the 24V set up. WE are talking about 4 small wires is all.

thanks so much! I kind of thought it was just a few wires. the problem is our HVAC rep never told us it would be needed to be done so now I'm ripped! I've emailed the manufacturer to see if they have tech specs or something which will tell our electrician how to do it. He's still at the house doing other things and the a/c guys left.
btw, I do know the electrician ran the thermostat line so hopefully he'll be able to figure it out.

Look on the blower door there. Should be a schematic on it
wire it BUT DONT TURN IT ON THE HVAC tech should be there and see if they put a Vacuum on it first anf check the freon.
At tstat R power W heat Y compressor G is fan on and fan for AC
If you have just furnace and AC

In some areas they will not allow the hvac guy to run the line voltage and you have to get a liscensed electrician. I've never heard of them not being able to run the control wires though. If they are already run then I don't see why the hvac guy can't land them.
It all depends on the area..
Here in Rochester, The HVAC guys can do the wire work.
Where my parents are at, in Lake City the electrician did it.. Then the dealer came back out and check the system out.
I would ask the city inspector and see who is suppose to do it.
I agree with the other guys once the electrician wires it up, get the dealer back out to do a performace test on it to make sure everything is working right.

Thanks guys!
I'm about to call the dept of consumer protection to see if the HVAC license can do low voltage wiring - I have a feeling they cannot.
AND the HVAC installer is coming back when it gets a little warmer to do all the testing. :D

So I called the CT dept of consumer protection and spoke to an inspector.
He said that the HVAC license does not permit him to do low voltage wiring. You need to have a low voltage license or be a master electrician (which our electrician is) so the bottom line is apparently, its the electricians job in CT!
