I have installed NON IC recessed lighting and the instructions say not to put insulation around the lighting. It states nothing closer than 3 inches. Is there something that I can put over or around the fixtures since the insulation that I have is the blown type and it is probably 3 feet deep throughout my attic?

Three feet deep?!?!?!
Take out the non-IC cans and install IC cans. They only cost about a buck more. Better yet, if you care about insulating values, install air-tite cans.
But if you don't want to do that, then use any kind of baffle that will keep the insulation back. Built a box out of wood, use a big bucket with the lid cut off, use a 3' large diameter pipe, etc. I highly discourage this solution. The energy savings will easily justify changing the cans. And anybody with three feet of insulation obviously cares a lot about insulating value.
