Just had our driveway paved which was originally gravel. Noticed that the edge of the new driveway is about 3-4" taller than the ground next to it. Is this normal?

Yes, now you should get ground and fill in against the edge of the driveway to prevent the edges from cracking off. Taper ground back about 2' from the edge of the driveway so its gradual and easier to mow. If the driveway was lower then the surrounding area water would easily pool on it and make it icy in winter or a lake otherwise.
