Okay, so, our plumbing is old.
We get a leak that needs to be fixed about once every two years.
Can't afford to redo all the plumbing.

The basement ceiling looks awful. I've read that you can take out the wallboard and sand and paint the jousts.

The look might be "industrial chic." Add a few track lights inside the jousts.

Anybody have any suggestions as to what kind of paint to use?

I would recomend using a latex full body stain. If you use a medium to light color you will need to use a primer. The water stains on the wood will bleed through most paints [usually not noticable with real dark colors.] Be aware that tearing out the sheet rock will be a very messy undertaking.
