can't find the source of the leak

Can anyone help me? I've come to my wits end! I can't find the source of a leak that occurs during heavy rains. I've already had the roof immediately above the area redone. I've caulked every nook, crack, crannie & abuttment and still have buckets everywhere during any serious rain. It has already caused damp-wood termites and I don't know where to go from here. There is a tar/gravel roof above with removable decking.

Need more info for starters. Would need a detailed description of the roof layout including pitch changes {if there are any}, what abutments and/or protrusions there are, and where the water is showing up inside.

Photos might help as well since we can't be there in person.
