I live in CA in a home that's 30+ years old. The walls and ceiling in nearly every room has cracks in them. I've tried to dig the cracks out, mud and paint them. Within a month, they're back. Other than tearing down the entire interior of my house, how can I effectively repair them?

You may try one of the powdered products like durabond, they dry harder and stronger. Your best bet would be to tape and mud the cracks. If the cracks are everywhere you might want to consider hanging wall paper. They also make paper that is made to be painted. :)
