Hoping someone here can help. I will be repainting the concrete play yard for a Kindergarten class. It's currently painted with hopscotch squares and various things for the kids. It is faded and chipping in some areas. I've never attempted such a project and do not know what preparation needs to be done to the concrete (power washing, sandblasting, etc) prior to painting. I also need a recommendation on what type of paint to use.

Power wash to remove as much of the old paint as possible. Really blast the concrete. You may want to try a chemicl stripper for any leftover paint.
Consider a concrete stain instead of paint. Stains will not chip like the paint. If you must go with a paint, use a quality epoxy paint.
