Clean it well. Remove every trace of everthing that is not supposed to be there. You can lightly sand if it will make you feel better, it never makes me feel better. In other words you don't have to sand. Prime with zinsser bullseye 123 tinted toward your finish color.tinting is free in the depot.apply top coat as needed. I use foam rollers and sash pads, along with a self leveling melamine type paint and it looks like it was sprayed. You can also use regular latex and add floetrol to the paint to improve the final look.
