I have just a couple to do, for some drain
pipes sticking out of the concrete.
Home depot only does straight cuts. What's
the best and cheapest way to make the curve cuts?

Stores like Hd sell a little item in the tile section that hooks into your electric drill, you adjust it to the diameter (up to about 5 or 6" max) drill a pilot hole in the tile then use this cutter for the circle. Have to go slow and should put water on the tile while cutting to keep it from heating up and cracking.
For a bigger diameter, go with a grinder and continuous rim diamond blade. Trace the circle with a compass, paint can lid, whatever, using a marking pen then cut along the line. Make 5 or 6 passes to cut all the way through.
