the walls to my house are poured concrete - in the winter the walls can be quite cold - to insulate the walls - can I attach furring strips to the walls, place 3/4" foam sheets between the furring strips, then dry wall. It seems like it will work without losing too much room in the house BUT will it knock the cold down?

Thats about what they do down here. make sure to use P/T furring strips. If you are going to stay there long Id go for a 2X4 wall with a R 13 insulation in it

with 2 x 4 can it be 2" deep or does it need to be 4" deep - 4" plus drywall would make a fair size room too small, I would think

You could go flat with a 2X4 that would lit you get 1 1/2" in for insulation but you would have to use the polystyrene.
if you go that way you could use just P/T 2X2.

why should I use pressure treated wood and do I put in a vapor barrier?

Call and ask code there . Here code calls for P/T wood when set to the cement floors or walls. Id put a 4 mil poly over the wood and insulation as a good buck up V/B on the room side.
