I am going to put new cabinets in my kitchen.Then I am going to lay laninate which is 9mm thick plus pad.Should I shim the cabinets up this same height?I am worried about getting the dishwasher in and out.

Shimming the cabinets up may or may not be necessary. You need to check the clear height to the bottom of the countertop. I would plan on the flooring extending back to the wall under the dishwasher, so the clearance to the countertop needs to take this into account.

You basically have 2 choices:

1. Shim the bottom of the cabinets as much as needed.
2. Build up the top of the counters to support the countertop at the necessary height.
