My toilet was loose so I tried to tighten the nuts on the flange and the entire bolt kept on turning--so I went to the sub-basement to take a look. The closet bent and flange were both rusted, but the flange was severely rusted and broken. I believe that the pipes are 4". I was wondering if there was a way to get that rusted flange off---or is there a way that I could cut the Pipe and maybe using a rubber gasket install 3" PVC pipe and use new closet bend and new Flange. Please help!!

Yes, you can cut the pipe and replace it using PVC and a No-Hub clamp (mission fitting). Sounds like you have cast iron drains.
If the closet bend is not leaking, you could just use a repair flange. These fit over the existing broken flange and screw down to the floor. They have a seal that goes between the old flange and new to prevent leaks. I have included a link for these. Click on the link and scroll down to the 4th set of boxes and it's the one on the left. If I use this---it will not make my toilet too high from the floor will it?

Yes it is the SuperRing I was directing you to. It will not make your toilet set too high. Wax rings come in 2 thicknesses. You may need the thinner one but I doubt it.
