What exactly is a "vapor barrier"

Trying to insulate my metal 800 sq ft workshop.

Does the "poly " go on both sides of the insulation or just one side?

Huge Huge moisture problem with my tools here in Louisiana!

This site discusses Vapor Barriers. In areas where you experience very humid weather, it recommends the Vapor Barrier goes on the outside on the insulation.

We just purchased our home and believe it not not there is no entry to the attic so I can check the amount of insulation. Where is the best place to install an entry. Closet / Hallway?

It depends if you want easy access to the attic on a regular basis. If you intend just to gain access to insulate, then in a closet is best. If you want access to not only insulate but to use the attic to store things, then the hallway is best.
