I have noticed a gradual decrease in H20 pressure and have replaced the seats and springs and also de-limed the area around these seats, but it did not help the pressure.

Can I de-lime the cartridge or will I have to replace it [$$$]? Would a new cartridge solve the pressure problem?

If it IS deposits, you can try to remove them. Never tried it but if you remove the cartridge you may be able to see them. Vinegar soak may prove helpful. Good luck.
