In the past few weeks my 1988 Stanley French door has begun to stick so that one needs to really pull on it to open it.

I notice that when I shut it, the stationary glass panel moves about 1/8 inch in the opposite direction at the bottom.

It looks like the board between the door and the glass panel is quite thin. Could it be warping or rotting and allowing the door to seize? How would I fix this?

if the door is warp check and see if the door is not broken.
pass your hand around the bottom and top where the glass meet to frame if there a hump that means the frame of the door is broken.
You wil need to trplace it
