I have a garage that has no vapor barrier outside under the siding. I have wall & ceiling insulation and wondered if i could put a vapor barrier on the inside before paneling and would it help.

Install 6 mil plastic sheeting before installing the paneling because it will act as an Air/Vapor barrier. The paneling no matter how much you try will not be air tight. Your should also check with your local building department on any code requirements for your area. Most paneling is not fire rated and most towns require garage walls and ceilings with insulation be covered with a fire rated material.

Wouldnt it be OK to use the vapor barrier like they use on the outside?

If you mean house wrap .like TYVEK no you dont use it in side the home. Use a clear 4 mil poly in side over the insulation.
