Hello,
My kitchen has a metal door frame and the hinges seem to be permanently attached to the frame. How can I remove the hinges?

Are there screws in the hinges?

No there are no screws. The building super felt they needed to be cut off somehow.

Riveting and spot welding are two possiblities. Other possibities exist. Some are not suited to repair.
An air-powered die-grinder with a carbide wheel is an effective tool to wear the metal away.
Small round burn marks in the metal face are evidence of spot-welding. Riveting may not be evident on the face (blind rivets or staked hinges) >from the backside of the frame.
If it's ferrous metal (a channel iron or a heavy gauge hollow metal frame) with applied hinges take care not to overheat the underlying metal while grinding. If it's aluminum or stainless steel consider replacing the door & frame before attempting a repair. The same for light gauge metal. (Not worth the effort).
