My kitchen has 25 yr. old wallpaper. It is still very much adherred and seams are in good shape - surprisingly! Its just ugly. Can I apply new paper over it? If yes, do I need a primer? Can I use prepasted paper? Any advice is really appreciated.

You can hang over existing paper if, like you said, it is still adhered well. You can use a v.o.v.(vinyl over vinyl) paste, but depending on the existing paper it could loosen it with the moister. I would suggest (site unseen) priming the wall with an oil primer to seal out any moister from the new paper and prevent loosening. When I hang paper, even if it is prepasted I always paste it anyway, but thats just me, I want it to stay. Also, do not hang the new paper seam to seam with the old.
