I have found mildew under one sheet of wallpaper. After removing the paper, I noted that the mildew was not in the drywall, but only on the mud. Any thoughts on cause and especially prevention? Thanks.

Do you know if the mud used on the wall was old. I have seen mildew growing in drywall mud. It is moist and you only need to get a few mildew spores in the mud for it to grow.
The mildew should be destroyed before you do anything to the wall. I use a bleach mixture of 50% bleach, 50% water to kill mildew. Use gloves doing this.

Following R.L.'s extermination seal with an oil base primer.After you repaper,if this is above the tub,seal with silicone to prevent water from reaching the bottom edge of your paper.
