having a new home built with vinyl double hung windows. The Builder claims he doesnt have to caulk around the exterior of the windows. I understand the IBC requires that all exterior windows be caulked,etc to "limit uncontrolled air movement". Every other house I have owned the exterior of the windows was caulked. Am I crazy or what ?

Hopefully your builder knows what he is doing, and you don't have to 2nd guess his every move.
I'm assuming that when you say "he does not have to caulk around the exterior of the windows" you are referring to installing caulking behind the window nailing fins? Or are you talking about the area around the window where the window meets the siding? You never said what kind of siding you have, so it's hard to answer.
Hopefully your builder knows what he is doing, and you don't have to 2nd guess his every move.
