I have a new construction with large stained double doors. We moved in this weekend and noticed the first time the wind really got blowing that the weatherstripping under the doors doesn't quite touch the threshold. My builder tried to adjust this once, thinking the gap was so slight that he could adjust the plate on top of the threshold to meet the weatherstripping as opposed to replacing it.

Is this a common problem and is he going about fixing it the right way?

The threshold should be adjustable, and yes he is going about it the right way.
