I have dried brown brush strokes that was revealed underneath the wallpaper I removed. The wallpaper came off easily, so I assume this was "sizing". Do I need to remove this prior to re-papering? If so, how? I tried water, water and vinegar and turpentine (recommended by my local paint store) and it doesn't touch it! Thanks!

I dont know what you have got there but if it is flat,dry,smooth,clean and does not show through the new paper you can paper over it.If you want some insurance prime with R-35 from Sherwin-Willaims or BITE PRIMER from Lowes.Zinnser also has some primers that work very well.
