I have a very elementary question. I am hanging wallpaper on the bottom half of the walls. I intend to put a border on top of this. Is it best to butt the border up to the top of the paper or should I put the border completely on top of the wallpaper and use a vinyl to vinyl adhesive? Thanks for your help.

I would hang the bottom paper to the center of where the border will be and patch the edge with spackling,mud or shrink free spackling.This will help hide the top edge of the paper so it will not show through the border.Do use the VOV.
