I am removing wallpaper over painted walls. I plan to repaint the walls, but we have some spots that need to be patched. Do I need to prime the whole wall before repainting? Also, if the walls are glossy do I need to sand them before painting?

Patch your walls and I would lightly sand the glossy surfaces and then prime the walls. You will get a better job if you prime all of the walls. Use a top quality primer.
