There is a crack in the drywall in my house near one of the windows. It doesn't seem to be following a piece of wallboard. I've tried to fill it with putty before but the crack reappeared. Cut away all the loose stuff from the crack. Mix up some quick set mud. I like 45 minute. fill the crack. while the quickset is still wet set in some mesh tape to cover the crack. Let dry. coat the tape on both sides with mud until flush. Sand lightly until smooth. Good luck.

Could I use silicon to fill the hole so it expands and contracts when the walls do in the winter and summer like it shows on this website: http://askfoxroach.katabat.com/content/Event.asp?ASK=3.250

I'd fix that with setting compound also, like coops suggested. You notice even on the link they give so-so instructions on how to fix with mud as well, because the caulk isn't going to hold up and the writer of the article most likely kows this as well.
