I have an existing partition wall dividing my basement.
Only one side is sheet-rocked.
I want to close up the other side with sheet-rock
Do I need fire stops in the wall before closing it up?
How are fire stops actually installed -randomly between each stud?
Any advice appreciated.

Check code there where you are Id say. They do help to keep the studs from like twist. Yes nail one above and the next below. That way you can nail right into them through the studs.

Most codes only require them if the space is more than 8 feet in height.
