We have a flourscent ceiling light with a wall switch. It has worked without problems for 19 years. When the bulbs burn out, I replace them and everything works again. This time one bulb burned out and the second one glowed very softly with a wavy type of light. I replaced the light bulbs, but now the lights will not emit light. There is a small amount of light at each end of the bulbs when I flip on the switch, but they do not go on completely. Is there something else that might need to be replaced in this fixture? I do not see anything else that can be removed and replaced (like a starter fuse). If you can help, I would appreciate it. My laundry room is not very functional without a light.

It's probably time for a new ballast (or a new fixture). The ballast is normally between the two bulbs in a two-bulb fixture. It is usually hidden from view by a snap-out sheet-metal panel.

It probably is time for a new ballast, but this is also the typical symptom of what happens when someone uses "residential" type fluorescent lamps in a fixture with a "commercial" type ballast. Even though your fixture is in a residence, it is old enough that it was made at a time when there was only one type of ballast - the "commercial" kind.
Are your new lamps marked "Homelite", "Resilite" , "Shoplite" or some such? If they are, try a lamp like an F40T12CW-EW before you change the ballast. You may still have to change the ballast, but at least you'll have the right lamps for it.

Hi sound likie ballast need to be replace.
sometime more cheapper to get new unit than replace the ballast
