With your volt meter see if you have 24v to the outdoor contactor.

You say out side unit fan came on. Did the compressor come on? The big copper pipe is it hot when the outdoor unit is running? can you be low on freon? What does it all do or run if you go over to AC on the tstat?

Well if you have an outdoor fan running then you probably have power to your compressor.
I suspect that the run capacitor is open or the compressor leads are burnt off at the compressor terminals.
If you have a amp meter then see if the compressor is drawing current on the common leg.
If it is not then interupt power to the unit and take off the compressor terminal cover and look at the terminals. If they look good then take a screwdriver and discharge the compressor run capacitor between herm and com. Then test the capacitance level at the same terminals and see if that coincides with the rating on the label of the capacitor.
One of these areas is where your problem lies.
