I'm putting up 2x4 walls to finish my basement. Along one side, my wall is only 5' high. How do I finish the ledge or top of the cement wall?

The usual way is to frame a short 2x4 wall in front of it as high as the top of the sill plate (5' plus the height of the sill plate in your case), and tie it in. If you don't want the odd dimensioned wall and there aren't any windows there, just build a full height wall like everywhere else.

Good piece of wood or plywood makes a nice shelf. Works out the best for me all the time.

There are windows above ... so do sit a piece of treated wood directly on the cement wall (ledge) and tie it into the 2x4 wall? Also, do I try and cover the entire thing with vapor barrier ... making it air tight?

Thanks

yeah, I have the same situation and concern. Not sure how to secure the top of the short wall with the seal plate and ajoining upper wall?
