I am repainting kitchen cabinets that have been laquered.What steps should i take to repaint with oil enamel?

Paint and lacquer don't always mix (some are incompatible coatings). Painting over polyurethane is a no no. Do an acid test: scuff sand an area, apply the oil and wait a
week or two. If problems develop, the cabinets must be stripped. Otherwise clean scuff, prime and paint.
