I currently have non vinyl wallpaper in a large bathroom Can I texture over this and then paint or does it have to be stripped before texture is applied?

patricia-phelps.webtv, I can tell you from experience that drywall compound used for textures is one of the best paper lifting materials there is. Even when primed properly, the time it takes the texture to dry can leave the wall wet a long time. The problem here is you never know if the bubbles will dry out.
