I recently painted with a high quality interior eggshell paint over a semi-gloss. After the paint dried, there are small cracks throughout. How do I fix this?

Could it have been an oil based paint already on the walls?
Use your fingernail to test how adhered the paint is, if it does not scratch of very easily I would try a second coat of the eggshell.
