i want to hang a narrow wooden shelf in my bathroom thru 3x6 ceramic subway tile. because of the placement of the sink and other objects, I can't drill thru the grout line, which seems like one way to do it. is there a strategy for drilling pilot holes thur the tile so I don't crack it?

Wall tiles are much easier to drill than floor tile, so a masonry bit or a glass bit will do the trick. Put a piec of duct tape over the tile to keep the bit from walking and drill away, slowly. Once you are through the tile, you can switch if needed to a wood bit.
