I am planning to add a bathroom in the basement. There is a rough in for the toilet and also a 1.5" PVC for the vent. I plan to use this for the sink drain and then tie it into the main vent which is about 6' away. This venting should handle both the toilet and the sink, correct?

There should of been two pipes, one 1.5 and one 2" protruding through the floor.

Depending on your local codes, if wet venting is allowed, that 1.5 pipe would be your drain for the sink (don't agree with this logic) and you take the pipe out of the tee up to 42" and from there tie into your venting system in the home, 42" above the highest set of fixtures in the home.
