By "stucco" do you mean a texture on the walls or Portland cement plaster?
What is the material on the walls now? Which walls are effected? Are there partitions or are you dealing only with the foundation walls? Has the texture been painted?
I have some ideas but I need to know these things to tell you the best and easiest approach.
