I am planning on building a railing around a stairwell opening using pool cues for the ballusters in our pool/family room. I had a bunch of cues donated by the local amature pool league we belong to. I'm planning on reversing every other cue to keep the spacing even at 4" since they are tapered.
Some else offered the thought of using green felt on the runner at the base of the railing which I think I might also do.
Any other thoughts or ideas on the subject would be greatly appreciated, especially on the railing portion and ways to attach the cues to the railing and base. So far, I think I might drill holes at the top and bottom with Forstner bits for the cues to fit into, then glue and finish nail with a nail gun. Example: for the base I might use a piece of wider 3/4" stock (maybe 6") on the bottom with a narrower piece (4") on top of that. This would give the look of a 1 1/2" thick piece of stock with the holes drilled in the 4" piece and finish nailed throught the side.

First of all, I must say this is the most interesting project i've ever seen on this site or any other for that matter. Good thinking!
For the posts, I would cut off the ball at the top, use a cove bit as big as you can get, but not greater than a part of a ball. Reason being, you can belly out where the cut off ball is and replace it by epoxying a cue or eight ball in it's place.

Also,
Depending upon how handy you are, you can make racks that look like the 9 ball rack and then pin nail them into and inbetween each of the cues going up. You'd just have to be very careful not to blow the pin nail out the other end.

These are both great ideas! Someone else suggested I somehow incorporate a ball into each stick but I'm not sure I can get enough balls as there will be about thirty cues in the railing. I can't see buying two brand new sets to destroy. I also think that might be a bit much to look at.
I am handy enough and like both of these ideas. I might be able to use full size eight-ball and/or nine-ball racks, which I can make, and put one on either side of the railing with a block in the middle for support. This would also allow me to use a finish gun to nail from the side, through the stick and into the block. That would prevent blowing through the other side.
If I use the cue and/or eight balls only on the posts than I wouldn't need very many, probably just three or four. I can probably scrounge those up from a couple of the places we regularly play. I know they have extras because people loose or steal one from time to time. IN fact I already have an extra eight ball.
Keep the ideas coming! Any and all are greatly appreciated. It will be two or three more weeks before I even start the project. Once it starts looking like something, I'll post some pics.
