Can anyone tell me how to paint over a laminate kitchen countertop and is it safe to coat with polyurethane afterwards? Would it be okay to use an enamel paint?

If you paint your counter tops, they will look nice as long as you don't use them. The minute something hot bubbles off the finish you'll have a non-stop touch-up war going on. Save yourself a headache and don't paint your countertops. If you choose to paint.......have fun.

I painted my countertops with Kyanize Melamine Urethane Enamel. It's made especially for Fomica. It worked GREAT!
They look like new and it wears great!
